INCREASE OF OIL PRODUCTION IN RUSSIA IN 2010 WAS ACHIEVED MOSTLY DUE TO COMMISSIONING OF LARGE OILFIELDS OF EASTERN SIBERIA.

VLADIMIR PUTIN
PRIME MINISTER OF RUSSIA
Eastern Siberia, including the Republic of Sakha, - is a new perspective centre of oil and gas industry of Russia. The volume of explored oil reserves in the region comprise about 11% of Russian resources, natural gas - nearly 14%, gas condensate - about 16%. At the same time, about 0.3% of Russian oil and only 1% of gas is mined in the region. It is planned that the total new capital investment in the development of Eastern Siberia will be $160 billion by 2030. The main priority areas of investment are exploration works (GE), infrastructure, transport and processing of hydrocarbons.
The largest fields are: Kovyktinskoye (with reserves of gas - 2 trillion cubic meters, condensate – 84 million tonnes), Chayandinskoye (more than 1.2 trillion cubic meters of gas and 70 million tonnes of condensate and oil), Vankorskoye (including adjacent areas with recoverable reserves of oil about 440 million tonnes), Verkhnechonskoye (200million tons), Talakanskoye (more than 120 million tonnes of oil and 60 billion cubic meters of gas), Yurubcheno-Tokhomskoye (more than 70 million tonnes of oil and 180billion cubic metres of gas).
Major oil producers are: Vankorneft (controlled by Rosneft) - 3.6 million tonnes, Lenaneftegaz (controlled by Surgutneftegaz) - 1.76 million tonnes, Verkhnechonskneftegaz (controlled by TNK-BP and Rosneft ) - 1.2 million tonnes.
One of the biggest projects in Russia over recent years is the construction of oil pipeline "Eastern Siberia - Pacific Ocean". The planned capacity of ESPO is 80 million tons of oil annually. The length of the route is more than 4770 kilometers, the final destination is the new specialized offshore oil port in Kozmino bay in Primorye.
The first phase of construction of Taishet - Skovorodino (2757 km) - is  started in April 2006 and completed in December 2009. Investments in construction of the first pipeline (ESPO-1), taking into account the indexation, are estimated in 390 billion rubles (over 13 billion dollars),  60 billion rubles are spent to build the terminal in Kozmino (more than $2 billion).
The second stage of the ESPO 1963 km long – the route Skovorodino -Kozmino is being constructed, the commissioning of the ESPO-2 is scheduled for 2014. Investments, including the cost of acquisition of technological oil are 354 billion rubles (over 12 billion dollars). The output of the entire system of ESPO at full capacity to 80 million tonnes will be consistent - in 2010 – 15 million tonnes, in 2011 - up to 30 million tonnes, by 2016 - up to 50 million tonnes, by 2025 - up to 80 million tonnes of oil. Starting in 2011, 15 million tons of oil will be shipped by spur pipeline in China annually. For supplies of oil to ESPO from the Vankorskoro-Suzunskaya zone and oilfields of the Yamalo-Nenets Autonomous District and the northeast of the Khanty-Mansiysk Autonomous District, the pipelines Purpe-Samotlor and Zapolyarnoye-Purpe should be built in 2012.
